Meet Marc Lincer, AICP/PP, CAPM, Planner III
After a year of learning through part-time work for Topology, Marc joined the Topology Team full-time in October 2020. Since then, Marc has amassed a wide range of planning experience, that includes land use application review, redevelopment planning, master planning and re-examinations, affordable housing, ordinance drafting and best practice research, cannabis planning, and public outreach.
Notable projects Marc has managed include South Orange’s cannabis zoning ordinance, comprehensive amendment to Morristown’s form-based Land Development Ordinance, a new Open Space and Recreation Plan Element in Millburn, the Downtown Rockaway Redevelopment Plan, and zoning amendments to Rockaway Borough’s parking & loading ordinance.
Building on his growing project management roles at Topology, Marc became a Certified Associate in Project Management in July 2023. Marc is most passionate about creating thriving communities through effective land use strategies.
Marc graduated from Hamilton College in May 2020, earning a Bachelor of Arts in Sociology with Honors, Magna Cum Laude. His studies include his thesis on Dallas and Houston’s light rail systems, public policy, urban economics, and the interplay between architecture and environment. During his year abroad in Paris, Marc studied Parisian architecture with Hamilton College and globalization and urbanization at Sciences Po Paris.
